How did they “start over” when making windows vista? What are the features that vista has but xp doesn’t?

Am having a little problem with my windows vista start menu. Without clicking on the start menu it keeps blinking by itself. Does anyone happen to know a solution for it.
Apparently, the problem started from installing a Unknown software.

Hello, i am using my emachines with windows vista, and all of a sudden, it wont work in normal mode and only safe mode. If it helps come up with a solution, i just hardwired my computer with a modem and wireless router opposed to be wireless and connecting off of my moms computer. So please i need my computer to work so if you know how to fix this, let me know.

I undock the start menu and put it on the right hand side of the screen.
In XP I could make it one column wide with just the windows logo on the start button.
Vista seems to insist on having two columns so the start menu can have the word start on it.
Is there a way to change this to be like XP?

For some reason my laptop doesn’t have the Windows Vista start bar anymore. Instead it shows the plain start menu bar from earlier versions. How can I change it back?

I downloaded windows vista inspirat and it had one thing i didn’t like which was the revert to windows classic on every start up. I uninstalled that software thinking it would change back to vista’s theme on each start up but that proves false. Any help on how to keep my start up theme to vista every time?
