How do I install East Asian language files on Windows Vista Home Premium?

I recently purchased a new computer with Windows Vista Home Premium. On Windows XP Home Edition, I could install East Asian language files under the ‘Supplemental Language Support’ heading on the ‘Languages’ tab of the ‘Regional and Language Options’ properties box available through the Control Panel.

On Vista, the heading and the options under it is not available in the same location.

How do I install East Asian language files on my computer?
